Scott Franklin was born and raised in Rayville, Louisiana, and graduated from Riverfield Academy in Richland Parish.  He later attended Louisiana State University in Baton Rouge where he received a Bachelor’s Degree in Finance.  Scott has a law degree from Mississippi College School of Law in Jackson, Mississippi, and is a Louisiana licensed attorney and realtor.  After practicing for a few years with Hayes, Harkey, Smith and Cascio, LLP of Monroe, Louisiana, Scott returned to the family business at Holly Ridge Rice, where he manages a commercial rice dryer and sales office.  He also farms rice and soybeans with his father and uncles, and serves as the Vice-President of the Northeast Louisiana Rice Growers Association. 

Scott’s wife Courtney Franklin is also a practicing attorney who works for the State of Louisiana, where she advocates for children in abusive and neglectful homes.  They reside in Rayville, Louisiana.
